- Establish a mission and vision for the district that is shared by all stakeholders responsible for fulfilling that mission and vision.
- Provide a comprehensive, coordinated, and student-centered PK-12 curriculum that challenges all students to meet high standards and helps them explore their individual academic and co-curricular interests and strengths.
- Implement a systematic plan to assess programs and services, including student achievement, staff performance, and the appropriateness of curricula and facilities.
- Set high expectations for all staff and hold staff accountable for regularly and effectively measuring and communicating the achievement of students.
- Establish a professional climate that encourages innovation, professional growth, and the ongoing acquisition of technological skills necessary to meet the needs of students.
- Provide a safe, caring, supportive, and productive environment for teaching and learning in which facilities are well maintained and all stakeholders of education are valued and involved participants.
- Promote a climate of trust and respect—respect for self, others, and the environment—conducive to teaching and learning.
- Provide adequate, appropriate, and well-managed human and material resources needed to support and maintain a quality teaching and learning environment for all students and staff.
- Provide an organizational structure and lines of communication designed to facilitate attainment of the district's mission, vision, educational goals, and various educational philosophies—including a mechanism for reviewing and revising the organizational goals as needed.
